Malaysia is working on achieving Universal Health Coverage for its people. On the other hand, migration of experienced doctors from public to private sectors a significant hurdle universal health access. The scenario harms systems worldwide, including Malaysia, where many have resigned Ministry Health. One ground reason their withdrawal was concerns about justice system. A review literature revealed that positive perception organisational could inversely impact level turnover intention. This serves as precursor leads actual among employees. To certain extent, citizenship behaviour and personal norm reciprocity determine nature interaction between variables with mediation or moderation roles.
